cell is the ultimate creation of Dr Gero. rather than being an android Gero built cell using cells from all the greatest fighters in the universe Cell starts in his undeveloped form and to increase his power and transform into his ultimate form he must absorb power from humans but to transform he must absorb androids 17 and 18. to do this he travels back in time using the time machine Bulma made for Trunks. cell then sets out in search of the androids so he can reach his goal and his ultimate form.
